(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: Due to the word limit, please refer to the Chinese announcement for details.        

(c)本项目的特定资格要求：（1）应持有效的营业执照；
（2）施工现场项目管理机构拟派人员满足上海市园林绿化建设工程施工配备要求；
（3）拟派项目负责人须具有园林专业中级及以上职称。
（4）提供依法缴纳税收和社会保障资金、近三年没有重大违法记录的书面声明；        

(c)Specific qualification requirements for this program: (1) A valid business license should be held; (2) The personnel to be dispatched by the construction site project management agency shall meet the construction equipment requirements of Shanghai’s landscaping construction projects; (3) The proposed project leader must have an intermediate professional title or above in gardening. (4) Provide a written statement stating that taxes and social security funds are paid in accordance with the law and that there are no major illegal records in the past three years;        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the”Government Procurement Law of the People’s Republic of China”;

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by “Credit China” (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
