Brief Specification Description: This project is the fire protection facility renovation project of Huinan Branch of Guangming Traditional Chinese Medicine Hospital in Pudong New Area. It involves three buildings: the emergency room building, the static distribution center building, and the supply room. The construction content includes painting fireproof paint on the wooden roof, adding fire alarms and indoor fire hydrants, and automatic sprinkler systems. It will be implemented based on the original fire pump room and control center, and constructed according to the drawings and national standards to ensure the normal operation of the fire protection system after the renovation. Specific requirements can be found in the negotiated bill of quantities and drawings.

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on the Implementation of the Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises (Caiku [2020] No. 46) and Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (Caiku [2022] No. 19); (2) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at procurement for small and medium-sized enterprises; (3) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (4) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List publis
(c)本项目的特定资格要求：1、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
2、供应商应具备以下施工资质：1）中华人民共和国住房和城乡建设部颁发的消防设施工程专业承包资质二级及其以上；
3、企业具有有效的安全生产许可证；
4、拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（（以响应文件中提供的加盖单位公章的《项目负责人基本情况表》为准（通过上海市住房和城乡建设管理委员会网站zjw.sh.gov.cn 查询、打印，首次响应文件提交截止时间前7 天内打印有效））。
4、处于被政府管理部门禁止参加投标期间的单位不得参与竞争；
5、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 2. Suppliers should possess the following construction qualifications: 1) Level 2 or above professional contracting qualification for fire protection facility engineering issued by the Ministry of Housing and Urban Rural Development of the People’s Republic of China; 3. The enterprise has a valid safety production license; 4. The proposed project leader has a registered construction engineer qualification of Level 2 or above in the field of mechanical and electrical engineering, a valid safety production assessment certificate, and has not served as the project leader of other ongoing construction projects (based on the “Basic Information Table of Project Leaders” stamped with the unit seal provided in the response document (checked and printed throug
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
